		<description>I am a volunteer paramedic with the Trumansburg Fire company.  If the village decides to bill, they will perpetuate the serious health care crisis in this country.  We will all pay for this AGAIN, in one way or another.  Whether it is through increased federal and state taxes to pay for Medicaid and/or Medicare or whether it is through our own health care insurance premiums, we are all going to pay more one way or the other.  The higher the healthcare costs, the higher the premiums.  Tompkins County paid $2.3 million for Medicaid in 2007.  This year, they are expected to spend the same.  It is estimated that between 40 to 50% of the patients would be paying either through Medicaid or Medicare.  The Medicaid cost will be directed back to the taxpayer through increased county taxes and the Medicare cost will be directed back through increased Medicare costs in each and every one of your paychecks.  The village is relieving their budget and in turn, we will pay, not only by receiving a bill, but through these increased costs.  In my opinion, that is unethical.

The one thing that the village can and should afford to do is allow members of this community to be taken to the hospital at their worst moment without someone asking for cash, credit card or check to pay for the ride which could save their own life and/or the lives of family members or friends.  In practice, of course, that would not happen, but as a paramedic, that is certainly how it feels.

Without looking at all the funding options, of which there are several, the village is misinforming the community.  You have not touched on options that would significantly reduce and/or nearly eliminate the cost.

I will end with two poignant, real examples why I am adamantly against billing.  A few months ago, I answered a call with paid and volunteer staff for an elderly woman (95) who had fallen.  She was on the floor, and the first thing she said was, “Will I get a bill?  If I am going to get a bill, I will wait for my son to come and help me.”  We reassured her that she would not receive a bill and helped her up.  She would have waited two hours for her son to pick her up off the floor.  Do we really want to do that to the elderly members of our community?  

Last night my family had dinner at the Pourhouse.  There were many members of the community there.  A member of our community gave me a hug and said,  “I just made a gift to honor a great man, John O’Leary.  I am proud to be able to give to the fire company in his name.  You all do a great job, and I want you to know I appreciate what you do.  It is an honor to recognize John through this gift.”  The company will lose those gifts and those donations pay for our training, some of our equipment and some of the supplies.  I, personally, do not want to lose the good will we have with the members of this community.  It is selfish of the Village to do this to a community that prides itself in taking care of each other.

There are other ways to handle the cost of EMS in Trumansburg without compromising the relationship between the community and the members of the Trumansburg Fire Company.</description>

		<description>With the price of gas so high (thank you George W !) as a village we will start to see people leaving and not being replaced, it is going to cost a  LOT of money to commute to ithaca when the gas is $6 a gallon (which will be by the end of the year).

SO - we&#039;ve got to focus on what makes tburg a great place to live, and the ambulance service is one of those great things. Time to promote, not demote.</description>

The Village could magnanimously state that they wouldn&#039;t pursue collection of delinquent bills, but this would not relieve them of this responsibility. 

The Ithaca Journal reported today that the amount of delinquent school taxes in Tompkins County rose 19% from 2002 to 2007.  I checked on foreclosures in the Town of Ulysses and found that they have risen 30% in this period.  Chris Thomas said that he is assuming that about 15% of our population does not have health insurance.  It&#039;s a safe bet that that percentage is increasing.  At a time when the ranks of the poor and the uninsured is rising, as a result of insane economic policies, we should be extra cautious about changes to the ambulance service that will impact them.</description>

		<description>I have to admit I am having the same problem with this statement - the paragraph seems to imply that an increase in assessments means the properties are now somehow more expensive to protect. I&#039;m reading this as &lt;i&gt;we are about to take in a lot more money in property taxes, so we can&#039;t afford to use those taxes to support the EMS&lt;/i&gt;.  Translation, please?</description>
